I guess most of these are samples . Some may have been used by microsoft to validate its version on 64 bit windows XP/ server

Well, what did you expect? If the offer Xeon with AMD64, and stop offering Xeon 32, then of course Xeon-64 is going to ramp up sales quickly. Is it because it is 64-bit? Nope, it is because thats all you will be able to purchase. Lets see a sales chart of Xeon-32 for the same time period... bet it declines as much as Xeon-64 increases. Love the way marketing people play with numbers...
