I'm guessing "Significant Video Enhancements" may be enabling computers to run DX9 on processor without the need for DX9 graphics card.

That way it may enable comps with intel "extreme graphics" intergrated graphics to run Vista "aero glass"?

Just a guess anyway, don't know if it's hardware possible.
