It does make sense. Some businesses are perfectly fine with their existing systems that have no AGP or PCI-Express slots. With the intro of Windows Vista, sticking in a PCI video card like this, is much cheaper than buying a whole new setup based on an IGP solution.
Then you also have the Mini-ITX embedded boards. (which are either using AMD, Intel or VIA powered)...The majority of them have an IGP solution and have PCI slots, so this would introduce an option for them. (The latest ones are just starting to use PCI-Express)
