I have the Mars cooler, and my E6600 runs nice and cool at 12'C above ambient temp at a safe 3.2Ghz (thats at load). The trick with this cooler is not to rely on the terrible fan.. (It's truly pants). But whack a 108cfm 14cm fan over the top of it, and leave the MARS fan on silent mode.. NEVER had this baby over 35'.. I had to hack up my plastic sided 3D aurora to get the fan in... But even with the 14cm fan on low the temp is good...
I believe the main fault of this cooler is the heatpipe position... The heat generated by an 8800GTX can rise from the top of the PCB heating up the cooler, notably the heatpipes, the job of which is to create a greater thermal gradient that metal can alone, when they get too hot that gradient is disrupted. This can be alleviated by turning the GPU fan up to 99%.. and turning the heatsink upside down...
