each GPU has 1gb of GDDR5, even thought there is 2gb total only 1gb is useable due to both cards need to have the same data on it

I'm surprised the 410W Chieftec is able to stably power the HD4870X2 in your power consumption test. And the power consumption of this card scares the bejeebers out of me.

It seems like you only test demanding games in DX10, however, I know a lot of people don't have Vista. I'd like to see you test at least one demanding game in DX9; if you're dropping C&C3 as a benchmark how about replacing it with Crysis in DX9 mode?

My 450W 80+ PSU would seem to be enough for a 4870X2. Heat in my SFF might cause problems however.
