There are a lot of PSUs including 1kW+ models with tight voltage regulation and less than 4 % voltage drop on the 3.3V rail under any permissible load, so there's no any evidence that our testbench broken/uncalibrated/misconfigured/etc. For example, 1300W Tagan:

I can't comment on results obtained by other reviewers, I didn't see their test equipment and don't know how well it's calibrated, adjusted and so on. For example, JonnyGURU voltage ripple measurement are totally useless: they measure 90 kHz ripple (90 kHz is the main converter frequency in HX1000W) with 25 kHz sample rate. It is very, very, VERY big mistake. What they see is not real voltage ripple at all.
