I just wanted to let you know that during testing when RealTemp reports your multiplier at 20.5, that's a good sign that Turbo mode is becoming disengaged. This can happen hundreds of times a second so RealTemp and the RTCore.dll plugin reports the average multiplier.
This is the method that Intel recommends software should use in their Turbo white paper.

My i7 Turbo tool follows this method without any rounding of the results and might help you to see this problem more clearly. On some motherboards, depending on bios settings, when overclocking, it is common for LinX to cycle Turbo mode on and off at full load.
