Firstly,ATI doesn't support 32x FSAA.The AA modes that ATI cards support in the 3000 and 4000 series are from the worst to the best:

ADAA performance
ADAA quality
CFAA up to 24x which includes:8xMSAA + 8x edge detective + 8xADAA
SUPER adaptive AA up up 14x.Supported in crossfire modes only.
As for your conclusion about the negligible differences between 4xFSAA and so called 32xFSAA,I have to utterly disagree with you.I can tell that theres a significant difference between 0xAA and 2xADQ AA in world in conflict.And the difference between 4xADQ AA and 8xADQAA is enormous and the performance hit compared to the default MSAA is noticeable as well.
