If such hardware cannot perform well or at least in the same way as the cheaper ones it is only a problem related with the design. Indeed I do not see any design in this cooler, but only the capacity to put togheter all the last tecnical innovation.
The fan mounted in that way, increases at least 4 or 5 degree centigrade the CPU temperature. This problem is well known to cooler master engineers who introduced the "vertical fan".
May be the zipang 2 may perform better only by putting the cooler over the fan and of course inverting the rotation of the fan.

But, you should try to rotate the cooler for 90' and then check the temperature. You could be surprised...
