Major updates (aka Service Packs) are usually nothing more than rolled up security patches.
Windows 7 was changed and improved so much between Beta and RTM that I am not sure how many Service Packs it will actually need. There aren't any glaring issues with performance, stability or security so the first Service Pack might just be a security patch rollup.
