It seems Duke Nukem Forever is heftier in terms of hardware requirements than Crysis 2 or Call of Duty 5.

The term you are looking for is less optimized; a 7900GT and a XP3200+ should be able to play this if it was fully optimized.

TechSpot managed to get 69 fps on a lowly GTX550 Ti in their DNF testing at 1920x1200 maximum quality: http://www.techspot.com/r...er-performance/page5.html

In this review, the same card only got 49.8 fps at 1920x1080. How is there a 20 FPS difference?

TechSpot also used FXAA (for maximum anti-aliasing).

Reading your conclusion saying the Geforce 580 is the best card for the game, I get confused. The way I read the results the Radeon 6990 is a lot faster if your resolution is 1920x and above. Now, I know the 6990 is more expensive, but still....A Ferrari is better at driving fast than a Ford, even if is more expensive.
