Hmmm... The spacing between heatpipes doesn't look to wide compared to many other heatsinks.
I would tend to suspect the other possibiity you mention: inefficient heatpipes. It could well be that there is poor heat circulation inside those copper conduits, because of obstructions or other problems... Hey Sergey, wouldn't you like to have a go at them with a metal saw?
