You wrote quite a bit about the Chipset/VRM fans running at high speed (and thus having a low life expectancy) but if you look at page 4 where you show the fan control settings you will see that you can actually control these fans via the BIOS, the VRM fan is "Assistant fan" and the chipset fan is "PCH fan", both of these can be set to run in standard or silent mode greatly reducing their speed/noise while maintaining adequate cooling.
