It's a great piece of hardware, but the short list of games and even shorter list of new games on the horizon makes this an iffy purchase for most people, especially considering the price.
There is a large catalog of old PSP and PS1 games you can play on the Vita. That's something that may appeal to a lot of people, especially now that we have a 2nd analog stick. The lower price might make that more attractive to people that were on the fence about purchasing one.
I have the 3G version of the Vita. It is a nice feature but ultimately, it's not something you will really use. You can't download games or run updates with 3G. It was kind of neat to be able to upload my stats and scores from anywhere, any see who was playing nearby while I was on a trip, but honestly, I couldn't really justify keeping the service just for that, since it was $15/month from AT&T (only option) for 250MB of data.
