there are basically 3 big reasons for kaveri delay-

1.yield issues- yes there are yield issues with globfoun 28nm process and kaveri is going to be a huge core 280+ mm^2 at this size yield issues are more than enough to delay whole product.

2.optimization-kaveri is in heavy discussion coz of HSA feature and amd want to make this a success story from day 1 so amd is optimizing with openCL,codeXL,DX11.2 etc. other side want to make some additional tuning based on windows 8.1 as 8.1 going to support unified memory addressing etc.

3.ARMv8 opteron -amd is not tolerating with their ARMv8 server core scheduled in H1 2014 that's another reason amd is not firing it's all cylinders for kaveri only,, as server market is more important(real cash lies here).
