I think I know why you can only order the 4-way by dealing directly with HP. If you check AMD's web site, especially http://www.amd.com/us-en/Processors/SellAMDProducts/0,, 0_177_3472_1353%5E9076%5E8800~72730,00.html you can see that a 4 proc server running 848's has a CTP of 29334, which is over the 27000 that the U.S. government allows to export to Tier 3 countries without going through hell and high water (getting an export license). There's more to it than that, but I'm too lazy to explain.
