What to say but, it has been expected. They need to clean up wasted chips from their inventory and what's better way than to sell them as some GT product based on old chip cause when they actually release it will overlap for quite some time with their Cypress family (dx11 chips).
And for that premium price it's better to buy RV740 based card if TSMC ever mass produce these chips no matter how good news on their old farth 40nm process are. It costs less and consumes more than twice less.
RV790 based graphics that will consume less energy? You must be joking, RV790 at same speeds as RV770 consumes up to 20% more energy. And it will be a real surprise to see some budget mainstream card (129USD) that consumes 120W+ when it came up with some poor cooler like most of hd4850 did (even when they cost over 219USD). What the hell, we dont even see RV740 based cards that are cheaper to produce than this hyper hd4860 (chip, PSU, PCB) with their original-just for showcasing cooler but with some noisy 80mm slim fans attached on chunk of extruded aluminum that suppose to be a cooler.
